A layered analysis of change in the current international order

Abstract

This research seeks to identify the change in the current international order. For this purpose, the framework of "layered analysis of causes" was used, which were divided into four layers: litany, systematic, discourse and myth. The research method is mixed that through library study and the use of expert panel, the desired agents of change were identified and their importance in each layer was determined through a questionnaire. To complete the questionnaire, a population of 25 people who were purposefully selected answered the questions. The results of the research show that out of the 69 identifiers identified, 40 identifiers are in the litany, 14 identifiers are in the systematic layer, 7 identifiers are in the discourse layer, and 8 identifiers are in the mythic layer. Also, the systematic or structural layer with 4.863 had the highest average of the respondents in Friedman's test. The priority of indicators also shows that the indicator "emergence of supra/transnational actors affecting the structure of the international system" in the litany layer, the indicator "inefficiency of established international, regional and international institutions in the systematic administration of global issues and issues" in the systematic layer, the indicator "increasing Central justice in the procedures, approaches, speeches and actions of international relations actors" in the discourse layer and representative of "the emergence of a self-aware and fighting man against the myth of force and confronting the idea of accepting fate against oppression" the most important agents of change in the current international order are considered.
