Abstract
In the era of cyber space, there will be tremendous changes in the way of human interactions due to emerging technologies and tools. So that paying attention to these developments in the field of public administration makes a new approach to governance necessary. Although it is important to use the capabilities of cyberspace to recreate the governance practices appropriate to this era, paying attention to the cultural changes that are imposed through emerging technologies and effectively directing the effects of cyberspace to preserve and strengthen indigenous values in the governance system is more important. In this regard, the current research is about the answer to the main question "What is the pattern of cyber governance in the Islamic Republic of Iran?" It's formed. While studying library documents, additional data was collected in the qualitative part through interviews and in the quantitative part through questionnaires. Data analysis was done in the qualitative part using the database method and in the quantitative part using structural equations and through SmartPLS software. After validation and assurance of data,dimensions,components and indicators of cyber governance in the form of causal categories(spirituality,national capital,health and well-being,digital talent,digital health),contextual(infrastructure, technological capabilities,digital structure, legislation),phenomenon-oriented,interventionist(stakeholders,independence,education, adoption of cyber governance),strategies(digital process management,ecosystem establishment and development,cyber security,stakeholder participation,content governance,digital economy)and outcomes(stakeholder digital experience,value co-creation,products and emerging services,common ideals,strengthening local values) statistics and finally the model of the Islamic Republic of Iran was drawn in the database paradigm.
