Public Diplomacy consider as series of measures which governments apply on communicate with other nations. Due to the popular origin of Islamic Revolution of Iran, stablishing relations with people and other nation consider as parts of main policies and put on the Constitution and other upper laws and regulations. This research try to elaborate the principles of the Constitution and the upper laws on the public diplomacy of the Islamic Republic of Iran. The research is Applied-development and method is mixed. It is content and interpretive analysis and documentary study used in data analysis. The research findings show that, the constitution and upper documents approach to the public diplomacy are distinguish in the field of doctrine, goals and policies. Six doctrines, five goals and twenty-six polices of public diplomacy of the Islamic Republic of Iran are defined. According to research findings, concepts related to public diplomacy in the provisions of the constitution and upper laws based on the origins and foundations, consists of the four areas of "religious and beliefs," "values of the Islamic revolution," "Iranian culture, civilization and art," and " International cultural relationships. “Despite the emphasis of the constitution and the upper laws, there is no consensus among the institutions on some of provisions of public diplomacy. Due to the variability of international environment, purifying the doctrine, goals and policies of public diplomacy and make assessment of the effectiveness and the strengths and weaknesses of each points in order to concentrate on target policies and resources is essential.
