الگوی راهبردی تعامل پلیس با بسیج با رویکرد پیشگیری از جرم مبتنی بر حکمرانی اسلامی

چکیده

بهره­گیری از رویکرد چندنهادی در مأموریت­های سازمان­های خدمات­رسان، هم­افزایی را در تحقق اهداف به دنبال دارد. هدف از پژوهش حاضر، تدوین الگوی راهبردی تعامل پلیس با بسیج با رویکرد پیشگیری از جرم، مبتنی بر حکمرانی اسلامی است.
تحقیق حاضر، از نظر هدف کاربردی و از نظر ماهیت توصیفی- تحلیلی به روش کیفی است. در اولین گام اجرای تحقیق، با بررسی مبانی نظری و پیشینه پژوهش و همچنین مصاحبه با نخبگان تعداد 68 شاخص تعاملی پلیس با بسیج شناسایی گردید، سپس در سه مرحله پنل دلفی و بهره­گیری از نرم­افزارهای مرتبط، نظر مشارکت­کنندگان، مورد تجزیه و تحلیل قرار گرفت. پس از تحلیل و بررسی، تعداد 64 شاخص­ نهایی تعیین گردید. یافته­های تحقیق حکایت از 6 بعد، 19 مولفه و 64 شاخص در الگوی راهبردی تعامل پلیس با بسیج با رویکرد پیشگیری از جرم، مبتنی بر حکمرانی اسلامی دارد. نتایج تحقیق نشان داد که پیاده­سازی مولفه­ها و شاخص­های به­دست­آمده می­تواند به هم­افزایی انجامیده و بهره­وری بهتر را در تحقق مأموریت­های سازمان­های مورد مطالعه رقم بزند.

چکیده [English]

Abstract
Using a multi-institutional approach in the missions of service organizations leads to synergy in achieving goals. The purpose of this research is to develop a strategic model of police interaction with Basij with the approach of crime prevention based on Islamic governance. The current research is applied in terms of purpose and descriptive-analytical in terms of qualitative method. In the first step of the research, by examining the theoretical foundations and background of the research, as well as interviewing the elites, 68 indicators of interaction between the police and the Basij were identified. And then, in three stages of Delphi panel and using related software, the opinion of the participants was analyzed and after editing and adjusting, the final number of 64 indicators was determined. The findings of the research are about 6 dimensions, 19 components and 64 indicators in the strategic model of police interaction with Basij with a crime prevention approach, based on Islamic governance. The results of the research showed that the implementation of the obtained components and indicators can lead to synergy and better productivity in fulfilling the missions of the studied organizations.
