Abstract
After September 11 incidents, many concepts transformed in which security is one of them. The reason of such transforma-tion is development in the type of threats.
Although the risk of classical threats still is existed, its sensitivity is reduced and instead of it, new threats have been emerged which because of simplicity and spreading of tools, the chance for using it has reduced.
In addition to new threats, the energy issue because of development in the scope of security still is in the security priorities of advanced counties.
Given this issue, the quality of maintaining security for a country such as the U.S. has been changed into an important issue and qualifies itself for organizing insecure and risk prone centers which are against its security even if with preemptive measures and under Justification of international security.
Meanwhile, there are generally insecure centers in third world countries which are fruits of security considerations of these countries.
Based on this, the present paper first reviews the U.S. Security view model post September 11 then, because of relationship of this issue with third world countries, examines the security considerations which led to formation of crisis centers in these regions.
